Directorate of Human Resource Management and Development

As the chief executive of the management, it performs the following basic and key tasks by following the decrees, regulations and instructions of the government employees.

  •      Plans, organizes, directs, monitors, supports, decides, supervises, evaluates work performance, identifies gaps, and ends human resource management and development activities;

  •      Develops and implements buyer strategies and detailed plans led by human resources development;

  •      Develops an annual plan derived from the strategic plan, monitors and evaluates performance;

  •      Policies, guidelines, work procedures, and frameworks related to human resources development and management are designed and implemented.

  •      According to the delegation of authority, he makes decisions on the management and management of human resources, or monitors the implementation of the decisions made;

  •      In accordance with the guidelines and regulations of government employees, he oversees the establishment and implementation of various committees for employment, promotion, transfer, discipline, complaint handling and other relevant committees for a highly organized institution;

  •      Induction training will be given to newly hired employees about the government's guidelines and regulations as well as about the institution's establishment and expected results, as well as about the responsibilities of the various departments of the office, so that they can be engaged in work;

  •      It will prepare and implement a performance evaluation and management system that will allow for a modern performance evaluation and improvement system;

  •      Prepares and implements plans and programs for human resource development, training and education to increase the skills and competence of human resources;

  •      Leads, coordinates and supervises the preparation and implementation of strategies, plans and systems for developing followers and professional development to increase leadership skills and preparation;

  •      An operating model to improve human resource development service delivery; Work process technology and information system construction and implementation 

  •      It will prepare and implement a continuous institutional capacity building framework, strategy and plan to enhance organization and institutional development as well as culture in the desired direction;

  •      When it is necessary, it makes the guidelines for the management of human resources for a highly organized institution to be reviewed and new studies are conducted, it evaluates the results of studies;

  •      Conducts job analysis and prepares job descriptions for positions in a highly organized institution;

  •      A highly organized institution will ensure that employees are evaluated periodically according to the evaluation system issued by the government, and will carry out further activities based on the results of the evaluation;
