Power and duties of the Organization

Public Service and Human Resource Development Office shall have the following powers and duties;

  1.       The state government ensures that the public service is efficient and effective.

  2.       The recruitment and selection of state government employees will be based on merit.

  3.       The public service will design a strategy for the continuous use of human resources and monitor its       implementation.

  4.       The public servant will establish a payment and incentive system based on efficiency and performance,   evaluate the effectiveness and take the necessary improvement measures.

  5.        Establishes a state government employee ethics monitoring system and monitors its performance.

  6.        Monitors and verifies that state government personnel management laws are properly implemented.

  7.       Coordinates public sector capacity building activities, designs strategies for continuous improvement   and effectiveness of public sector services, monitors and evaluates its implementation,

  8.     It examines the appropriateness of the organization of regional government offices, provides the  necessary support in organizational reform studies,

  9.      Ensures that service delivery standards, complaint presentation and resolution systems are developed  and implemented in state government offices.

  10.     It serves as a central source of information to develop and implement the public service's human  resource management and institutional information system consistently.

  11.     It supervises the human resource management of the regional government offices, prepares and  implements the management guidelines and performance standards.

  12.       It studies the revision of salaries, various allowances and benefits of government employees and when  approved, makes them work.

  13.       According to the law, the state government will decide on the requests to keep the employees in service   beyond the retirement age.

  14.      Identifying the problems of good governance and rent collection at every level through research,  designing strategies for specific problems, monitoring and supporting the solution process, and ensuring  public satisfaction by conducting feasibility studies.

  15.      Establishes, organizes and directs the administrative court of government employees according to the  relevant law

  16.       Performs other duties to assist in carrying out its purpose.
